# Funding and Operations for Civic Credits

*Utilizing public resources: the Civic Clearinghouse and the daily wage cycle*

By Shareef Ali Rashada

### Introduction: Civic Credits - The Mechanism and Foundation

Civic Credits are more than a new currency — they are a new **value recognition system**. Unlike traditional money, which is often born as debt, Civic Credits emerge directly from the recognition of value already produced for society. Every hospital procedure, every liter of water delivered, every student taught, and every kilowatt of power generated represents value that sustains life and strengthens civilization. Today, that value is siphoned into private profit or abstract financial markets. Tomorrow, under the Civic Credit system, it will circulate back into society — providing daily wages, funding public services, and ensuring no human being is left without access to the necessities of life.

This document explores both the **funding source** (public resources and utilities) and the **operational mechanism** (the Civic Clearinghouse and daily wage cycle) that will make Civic Credits not just possible, but transformative.

### Part I: The Civic Charter for Resources

#### 1.1 Principle of Shared Inheritance

Before any human was born, the earth already contained water, forests, minerals, fossil fuels, fertile soils, oceans, winds, and sunlight. No corporation created these. No billionaire invented them. Yet under current systems, individuals and private entities claim **exclusive ownership** of resources they did not create, profiting from their scarcity. This is a relic of a primitive, might-makes-right economy.

The **Civic Charter for Resources** reverses this. It states:

- All natural resources are the shared inheritance of humanity.
- Stewardship is a responsibility of governments, on behalf of their citizens.
- Profits from resource exploitation flow back into society through Civic Credits.

This is not merely an ethical declaration — it is the **funding foundation** of the Civic Credit economy.

#### 1.2 Transition of Resources from Private to Public

The transition from private monopolies to public trusts must be both **fair** and **firm**. Many private owners have extracted disproportionate wealth from common resources. They must not continue to do so indefinitely, but nor should transition provoke instability.

**Step 1 – Valuation and Audit**
An independent national audit assesses the real value of resource industries: annual revenues, physical assets, infrastructure, and net profits. Crucially, this audit distinguishes between **value created by labor and innovation** (which is rewarded) versus **value extracted purely from resource ownership** (which is returned to the public).

**Step 2 – Options for Private Owners**

- **Retained Stake:** Owners may keep a small capped stake (5–10%) in operations, now compensated in Civic Credits instead of unlimited private profit.
- **Civic Buyout:** Owners may be compensated at capped multiples of their net investment, recognizing fair risk but not speculative "infinite profit."
- **Conversion to Trusts:** Owners may convert holdings into *Civic Foundations*, retaining honorary roles while entrusting operations to the public.

**Step 3 – Integration into Public Trusts**
Once transitioned, all revenues from resources (energy, water, minerals, bandwidth) flow directly into the Civic Clearinghouse as *Civic Value Creation*. These revenues no longer inflate billionaires’ bank accounts; they generate credits that fund healthcare, education, public works, and daily wages.

#### 1.3 Conversion of Resource Flows into Civic Credits

The key to fairness is transparency. Every measurable output of a resource industry can be logged and converted into Civic Credits at a **fixed per-unit schedule**:

- **Energy:** kilowatt-hours (kWh)
- **Water:** liters
- **Raw materials:** tons
- **Bandwidth:** gigabytes

For example, if a water utility delivers one billion liters of water daily, each liter corresponds to a set value in Civic Credits. These credits are then distributed:

- **60% → Worker Wages** (daily disbursement to all staff)
- **20% → Maintenance & Infrastructure Reserve**
- **20% → Community Dividend** (PECs, residence centers, healthcare, education subsidies)

This ensures that **every citizen shares in the wealth of resources**, and every worker is fairly recognized for their role in sustaining the system.

### Part II: The Civic Clearinghouse

#### 2.1 Purpose and Role

The Civic Clearinghouse is the **engine room** of the Civic Credit economy. It ensures that every service rendered, every resource delivered, and every citizen’s labor is instantly recognized as value and compensated accordingly. Unlike banks, which profit from debt and delay, the Clearinghouse operates with **speed, fairness, and transparency.**

#### 2.2 Structure

- **National Clearinghouse (Central Node):** The master ledger of Civic Credit creation and distribution.
- **Regional Nodes:** Located at each Poverty Elimination Center (PEC) and Residence Center, ensuring local operations continue smoothly and data is synced daily.
- **Merchant Gateways:** EFTPOS terminals, Lifelink tablets, mobile devices — seamlessly integrated with existing digital payment systems. Merchants simply accept Civic Credits the way they accept dollars or euros today.

#### 2.3 Daily Cycle of Operation

**Step 1 – Logging of Value Creation**
Hospitals, schools, utilities, and other public institutions record services delivered. Example: a hospital logs 250 patients treated today. The Clearinghouse converts this into a precise Civic Credit value based on nationally agreed schedules.

**Step 2 – Wage Allocation**
Every worker’s logged contribution (hours, tasks, outcomes) is instantly recognized. Wages are distributed **daily at midnight** into each person’s Lifelink account. Poverty ends immediately when no one has to wait weeks for pay.

**Step 3 – Merchant Settlement**
All transactions made by citizens throughout the day are aggregated by local nodes. At day’s end, regional nodes reconcile with the central Clearinghouse. Merchants can use received credits to pay suppliers, cover utilities, or exchange them 1:1 for national currency (during the transition period).

#### 2.4 Practical Mechanisms

- **Instant Transactions:** Citizens tap their Lifelink tablet or card at merchants’ terminals.
- **Offline Functionality:** PECs and Residence Centers double as local caches. If networks fail, transactions are stored and synced later.
- **Fraud Prevention:** AI-driven anomaly detection ensures no duplication, ghost accounts, or misuse.
- **Transparency:** All flows are auditable. Citizens can view in real-time how many Civic Credits a hospital, utility, or PEC has generated and how they were distributed.

#### 2.5 Why Daily Wages Matter

Today’s wage cycle is a **tool of poverty**. Workers labor two weeks before being compensated, during which time they may borrow, incur interest, or simply go without. Civic Credits end this cycle. When wages are distributed daily, poverty is eliminated **not in theory but in practice**. A worker buys food for their family the very next day, without debt or delay.

### Part III: Integration of Lifelink Tablets

The Lifelink tablet is more than a wallet. It is the citizen’s **portal into civic life**:

- **Education:** From remedial learning to university-level lectures, accessible anywhere.
- **Healthcare:** Telemedicine, mental health resources, preventative guidance.
- **Civic Engagement:** Voting, petitions, communication with government offices.
- **Finance:** Daily wage receipts, transaction histories, community dashboards.
- **Safety & Security:** Direct line to police, fire, and local PEC monitors.

By equipping every citizen with a Lifelink device (repurposed smartphones, tablets, or dedicated units), Civic Credits become not just a currency but the backbone of a new democratic and cooperative order.

### Conclusion: A Self-Sustaining System

The genius of Civic Credits lies in their simplicity:

- They do not require new debt.
- They are backed by real, measurable value.
- They are distributed daily, ensuring immediate impact.
- They reallocate resource wealth from private monopolies to the public good.

With the **Civic Charter for Resources** providing the foundation, and the **Civic Clearinghouse** ensuring smooth daily operation, poverty elimination is not just a dream — it becomes a matter of administrative execution. Add to this the **PECs, Residence Centers, and Lifelink tablets**, and the architecture for a fair, sustainable, and human-centered economy is complete.

The question is no longer *if* this system can work. The question is whether we have the courage to implement it.
